TopicTypePlugin makes the "topic type" visible on the page

The TopicTypePlugin (under development right now) enables a web to be configured to show a "topic type header" based on form values.

The form defines two items: a "type choice" that picks the background color and main text of the created <div>, and optionally a "version list" that picks additional items to include in the text.
