Question

We have TWiki-4.1.0, build 12567 with UTF-8 codepage (for Russian). Something wrong happens with Russian text (UTF-8) during generation of HTML-anchors for headers (h1-h6).

All additional information is available in my bug-report (screenshots, HTML-page with bad char).

What's wrong and how to fix this issue? Thank you!

TWiki plugins: DefaultPlugin, EmptyPlugin, InterwikiPlugin
Server OS: Lunar Linux 1.4.0 (General P. Fault)
Web server: Apache 2.0.55
Perl version: v5.8.7 built for i686-linux-thread-multi
Client OS: MS Windows XP SP2
Web Browser: Firefox 2.0.1, MSIE 6.x

Just saw this - you should not be using UTF-8 for Russian, use KOI8-R instead which works well and has been well tested. See InstallationWithI18N for details - I have made the warning not to use UTF-8 more prominent.
