Question

I would like to change the feedback that users receive on site errors, so that they are directed to a web page for assistance instead of being given an email address.

I believe the basis for such feedback is defined in templates/messages.tmpl, and the variable used is WIKIWEBMASTER, though this setting seems to be overridden by WebMasterEmail in LocalSite.cfg. It seems that if this variable were to be changed from an email address to a URL, things in the TWiki site might break.

What is the best way to approach this problem and customize the feedback messages?

You did not specify what type of error message you want to customize. There is no portable way, you can modify the messages in the templates web, and redo them on a TWiki upgrade. Don't forget the Apache error message (software error on cgi program.)
