Question

In DakarRelease should every web contain a WebLeftBar? It seems view.pattern.tmpl includes WebLeftBar but that data/_default/ does not include it.

Yes, it should. With installing of PatternSkin, a WebLeftBar should go into _default. Its in PatternSkin's data folder, and the first line in PatternSkin's MANIFEST says data/_default/WebLeftBar.txt 0660, so no idea why it doesn't work.

I have a Dakar system converted over from Cairo and I too have some Webs that show the old style left bar with a personalized leftbar link, and others that don't show the personalized link. WebLeftBar is in _default. I can't seem to find the place where the webs are defined differently.
