Hello, in page DragonSkinInstall you say:- Change the templates/dragonmenu.dragon.css file to just have the single line %INCLUDE{"TWiki.DragonMenuTopic"}% (or whatever your menu topic is called).
Answer
You can't find the file cause it's name is of coursedragonmenu.dragon.tmpl.
Sometimes one needs to practice creative thinking. 
Please change the documentation in order to show that you have found that error.
