Question

Is it possible to allow certain users who are not superadmins to bulkregister other users ?

At our site, we have a TWiki running with several Webs. Each web is maintained by it's own administrator who has the rights to change his web according to his needs, including to set access rights for editing, viewing etc. However, from time to time new users have to be added on request (which normally are only interested in one of the webs). Is there a way to allow the web-administrators to bulk-registor such a new user, without being member of the TWikiAdminGroup ?

No. Bulk registration is only available to admins.
