Answer
I have Beijing running successfully on Windows XP using all software and recommended directories described in
WindowsInstallCookbook.
It took me 2 days, but I got it. I can't give detailed instructions because there was so much trial and error that I don't remember what did the trick for me. I seem to remember it was a problem with the paths in either/both Apache httpd.conf or Twiki TWiki.cfg files. I will attach these in hopes that it will help you. I would compare these with those given in cookbook to see what I had to do differently.
I probably should have kept track of this at the time, but I figured only I would have had such a difficult time

I am having the same difficulties, sorry to say, but Jeff's two configuration files copied as is didn't solve the problem.
