Question
I am using the latest svn, which mostly works OK except the top of my page looks like this:

and the bottom looks like this:

Basically a lot of %'s and tags obviously are supposed to be expanded, but aren't.

I am guessing maybe there is a missing % (percent sign) before the INCLUDE IF{context can_login, but I can't find where it lives.

To update:
WebLeftBar is broken -- I had to replace all its contents with whitespace. No markups work here.
WEBCOPYRIGHT is broken. I had to unset it in
TWikiPreferences
The header containing page name, last editor, edit date, and revision is mangled.
I suspect these are really problems with the default "pattern" skin.

I suspect you have a corrupt download.
Whether it is the topic (missing %) or code to render it, I can't tell. Form what you say it sounds more like the topics. How are you running your setup? See

Please report problems with the latest SVN to the developer bugbase; most people don't review this web for that sort of problem, so we just missed what you wrote here. This web is intended for
released versions.
