Question

If a topic is missing it's rcs file, either due to error or NoErrorWhenNoRcsInstalled and attempting to use rdiff, it just hangs sucking cpu. I have not gone and diagnosed in more detail, but it's probably not checking the error on open.

May or may not want to recreate a missing ,v with current state, hard to say.

Answer

I think that not having RCS installed is a sufficiently major installation problem that this is not worth trying to catch at run time - however, any patches for improved error checking on open are welcome, please see the PatchGuidelines. testenv does catch non-installation of RCS in the alpha.
