Is there a way to have a topic automatically moved to the trash web after a certain time?

Not in TWiki, but you could simply install a cron job for your webserver user that tests for time stamp and moves old pages from your working web to the Trash web. For Working.MyPage there are twiki/data/Working/MyPage.txt* files, and if there are attachments, a twiki/pub/Working/MyPage/ directory.
