SID-00063: New user registration not creating new user topic

Hi,
Whenever a new user registered and successful, but no new web(or topic) created for the user under Main/
But the new user could login and logout. It means their password is saved in the .htpasswd
As a result when you view
TwikiUsers, the new user is there but their link to the web is disable, it measn they can't come back later on to edit their personal information.
There are two questions:
1) How can I fix the registration of the existing users(who has been created but without a user web or topic in main) already made many new topics, which means their registration was broken. There are many references to these users, can I can't just remove and recreate them without hurting the references?
2) How can I make the registration work normal again?
Note: we are using only the default settings
I would really appreciate this if anyone could help.

Make sure the TWikiRegistrationAgent user can update pages in the Main web. Check the ALLOWWEBCHANGE setting in your Main.WebPreferences. Easiest to remove the content after the equal sign. Or if you have a ALLOWWEBVIEW setting, make sure the TWikiRegistrationAgent user is in that setting.
