SID-00157: Attachments not moved with rename

I have had several examples from users who have had attachment problems after trying to move a topic to a different web.

The topic does get moved but the attachments remain.

The file and directory protections seem ok and there are no warnings in configure

Any ideas of what could be the cause of this?

Attachments should move with the topic. I vaguely recall a bug if the name of the topic in a web matches the name of a sub-web in the web.

(FYI, no need to InventCrypticWikiWordNames, a plain English title is fine.)
