SID-00199: Access Control for TWikiGuest

I have Sandbox web with Set ALLOWWEBCHANGE = TWikiGuest and Set ALLOWTOPICCHANGE = TWikiGuest

BUT when a guest tries to EDIT a page they get Access check on Sandbox failed. Action "CHANGE": access not allowed on topic

or Create a new document by name they just get Access check on NewTestTopic failed. Action "CHANGE": access not allowed on web

everything else seems to work OK

What am I missing ?
