SID-00324: Upgrade package 4.3.1 missing permissions

After trying to use the 4.3.1 upgrade tarball (TWiki-4.3.1-upgrade.tgz) on a 4.2.0 install, noticed that at least execute permissions are missing from critical files (bin/view being the first one noticed). Could set manually but with ~3500 files in this tarball...

Oops, that is an omission, we need to redo the package. The only directories with executables are twiki/bin and twiki/tools.
