Ok after investing a whole day trying to install TWiki on a windows server I am very frustrated!
Please help me!
I have followed this:

I have been trying to make Twiki work using these instructions....all I get is errors errors and more errors! At first I thought maybe it does not work with 4.3. So I wiped out and built it with 4.2. It still does not work !
I think the problem is that a lot of things have been “assumed”. for example.....the last comment on that page says ….yes all files were read only! I wish this was mentioned in the guide.
other things are also unclear..........it says “On Windows systems, you will have to add an extension (Apache defaults to .cgi but you may want to use .pl)” ….ummmmm ok but which one is supposed to work? I have tried both extensions.
Then I get this error in apache’s error logs:
The system cannot find the path specified. : couldn't spawn child process: C:/www/twiki/bin/configure
I have googled this error high and low. I have tried all possible solutions. It still does not work.
Has anyone really tried these instructions?
I’m sorry I am not a linux admin………….but this guide is for Windows users, right?

Apparantly it is deprecated.
So how does one install this on windows?

Well, after waiting in vain for some time for any answer.........I have basically given up on the windows install.
I used the debian vmware appliance and upgraded it to the 4.3.1 version. In the process I have spent a couple of days. I have fully documented my steps of the upgrade.
I would like to share my instructions with the community but all pages / comments sections are off limits to me.
I just sent an e-mail to Peter about this access denied issue.
