SID-00391: Workflow Plugin - Show approved version when viewing a topic

When using the workflow Plugin, is there any way so that when anyone, regardless of their permission on the page, views a topic under workflow control, the latest approved version will come up first?

Then when the user tries to edit the topic it goes to the latest version and checks the permission on the page.

There has been discussions but I couldn't find any solutions so far so if someone could point to the right direction it'll be greatly appreciated!
