SID-00407: Configure Page Displaying Text, Not Running

Hello,

I am going to be configuring TWiki on a Cloud platform and hopefully installing without root access. Here is the first problem I have come across: When I run myurl.com/bin/configure the configure document displays in the browser as just text. Nothing is run. Does anyone have any suggestions or knows of any related problems? Thanks for your time.

I have followed the directions for the installation up and until the configure point to the best of my ability but as always I could have made a mistake.
