SID-00418: script file missing in url generated by %TOC%

Following a fresh install of 4.3.1 on a Windows machine. All seems to work except for %TOC% and the Twisty "Expand All". They show properly on the page but the URL associated with the links has everything in in except the "view.pl" part. It is just missing between the /bin and the /BumpyWord. Eveything else I have tested works fine. Any idea?

It seems quite hopeless to run TWiki under Microsoft's IIS. I shut down IIS and loaded Apache 2.2 for Windows. All is well.
