SID-00487: Where is configuration variable {LocalSitePreferences} ?

TWikiPreferences contains the following:

Preference settings local to your site should be set in TWikiPreferences (this topic is pointed to by {LocalSitePreferences}, which is set by the admin in the configure interface). Settings in TWikiPreferences will override settings in this topic, and should be used for defining custom settings and variables.

When I run the configuration script, I can find no reference at all to a variable named {LocalSitePreferences}.

That is an expert setting in the "miscellaneous settings" section. First click on "yes I have read all documentation" to see the expert settings.
