All my pages are starting like this. When I edit and save the specific document, the
PublishWeb generates a correct HTML page. If I use the re-publishing mechanism the HTML output will be not correct and will generate
<h1>Product %ProductName% </h1>
The variable is not replaced.
Any suggestions?

It looks like %ProductName% is a preferences setting you defined on a page level. Define it in your publish web's WebPreferences and you should be OK.
