SID-00638: How to turn the INCLUDE directive on

I am trying to include text pages from a remote server to my TWIKI using the "INCLUDE" directive but i get a warning message on my TWIKI "This site does not allow %INCLUDE% of URLs"

I think by default "INCLUDE" is turned off in TWIKI How do i turn the "INCLUDE" on in my TWIKI ?
