SID-00640: * Set WEBHEADERART doesn't seem to work

On the WebPreferences page we uploaded a .gif file and referneced it as:

• Set WEBHEADERART = %ATTACHURL%/Untitled.gif

No change in graphic occurs.

If we overwrite the TWiki_header.gif in the pattern skin directory, the graphic is used. Just not from the preferences page.
