Is there a way to change the template to let the editing of forms comes before editing of text?

Thanks however please bear with me but as far as I can tell from those are that they apply to viewing and that I have already solved I need the form to come first when editing. Please correct me if I'm wrong and if you could be more precise it very appreciated.

The editor layouts are controlled by templates in the same way the view layouts are. So simply replace the word "view" with "edit" in the previous answer. For example, the edit templates are named
TWiki\templates\edit<...>.template
