Is there anyway to make a notification email from a topic update if it is really important for your users to know about it? For example, if I add information to the wiki, and it is critical that people know about it right away, is it possible to make the wiki send out a email notification of that information?
2nd, would this solution work only for one page or a selected subset of pages or would it force the entire to send out notification emails every time someone edits a page someone is subscribed too?

1) You could create a special topic for broadcast notifications, and then use
MailerContrib to subscribe everyone to notifications of updates to that topic.
2) Subscriptions can be to a single topic or a set of topics. See the documentation for
MailerContrib.

These help users who want immediate notifications. I, the admin, in case of emergency, want to be able to send an automatic update based on a wiki post. So for example, I update
WebHome with a post that is mission critical, and I want to force the wiki to send out an email to everyone who is a user on the wiki, regardless of their settings.

Not exactly. As I indicated, you can create a subscription for them on their behalf. And you don't have list individual users, you can subscribe the whole user group. Then when you want an email to be sent, you update the topic the user group is (forcibly) subscribed to -- which is the broadcast topic that I mentioned.
