I installed Twiki on Ubuntu with debain package. no access to above mentioned url.
Error message:
Forbidden
You don't have permission to access /cgi-bin/twiki/configure on this server.
Apache/2.2.12 (Ubuntu) Server at 10.10.12.38 Port 80
Please help.

I am not familiar with the TWiki package on Debian, but the URL path might be /cgi-bin/twiki/bin/configure

No. the url should be good 'cause it's a link on a Twiki page. if I add bin into the path, error will be "not found".

Look into the Apache conf file of twiki, on some systems at
/etc/httpd/conf.d/twiki.conf, to find out what the URL path is of your
twiki/bin directory where the configure file is located.

tried to play with /etc/apache2/conf.d and /etc/twiki/apache.conf and allow access to "configure" from any by specifying username, still no success.
Please advise.

/etc/apache2/conf.d using the generator at
ApacheConfigGenerator.

Tried to manually modify the mentioned file with no luck.
Is this a problem just with Ubuntu installation or it's general issue with all Linux distro?

Looks like an Apache config issue for your twiki/bin directory or the /twiki/bin/configure file.
The
ApacheConfigGenerator has this in the
<Directory "/var/www/twiki/bin"> section:
<FilesMatch "^(configure)$">
SetHandler cgi-script
Order Deny,Allow
Allow from all
</FilesMatch>
e.g. by default, configure is open to all. Once configured you can restrict it to an IP address and/or a registered user.
