SID-00659: mailnotify works only for some webs

We have some TWiki webs created by the same template. One of them doesn't send out the changes notification emails even though mailnotify found the changes. If the same subscriber add his
WikiName or email address in the same format to the
WebNotify pages of any other webs, he will receive the changes notifications without problems. Are there any controls in the web level for the automatic email notification? Where should I look into for this issue?
Any hints would be greatly appreciated!
