Is twiki the open source right tool for creating and collaborating on documents with colleagues ?

Would the user acess controls allow the documents as they are created to be restricted specific project members.

Yes, TWiki is the right platform for that type of document sharing while restricting access. You can define groups, lock down webs (workspaces) and pages for view or edit based on groups and/or list of people. Details at TWikiAccessControl.
