SID-00863: New setup - get internal server error after configuring

Hello. I am new to Perl, Cywin, Apache and TWiki but am trying to accomodate a coworker's request to set it up. After a few difficulties I am now able to get into the Configure script. (I initially tried using IIS but disabled it and switched to Apache.) When I finish and click the link to go to the TWiki front page I get a "500 Internal Server Error" message from the browser. The Apache error log has the following lines:

http://localhost/bin/configure

My online research suggests a Perl problem but I am not sure where to go from here.
I am not sure if this is the issue but I should mention that the Configure script is giving me a warning in the
DefaultUrlHost section: "Warning: Current setting does not match HTTP_HOST localhost".
The
DebianVM is really cool but our server performs other functions and I'm worried about the memory usage, so I'd like to try this route first...

I found information about changing the shebang to #!perl for Windows systems (if perl.exe is in your PATH variable). I changed them for all of the .pl files in the bin directory and that seems to have fixed it.
