I upgraded our twiki from 4.0.1 to 4.3.2 on Linux. I used a downloaded version of Apache for 4.0.1 and moved to /usr/www for 4.3.2.
- There are no errors/warning in configure page
-
LoginManager -
TemplateLogin
-
UserMappingManager -
TwikiUserMapping
-
EnableNewUserRegistration - yes
The Register link does not appear and the
TWikiRegistration page has all fields disabled.
I tried with webs from old installation first and later without any webs from old install. The Register page does not appear in both cases. I couldn't find anything from the support pages

Discussion and Answer
I recommend to redo the configuration. Move
twiki/lib/LocalSite.cfg out of the way and run the configure script. Watch out for
{Register}{EnableNewUserRegistration} setting.
BTW, why not upgrade to TWiki-5.0.1? It has a nicer UI, more features and a security fix comaperd to TWiki-4.3.2.

Thanks Peter. For a different reason I was checking warn logs under data directory when I found the following message.
TWikiUserMapping has TURNED OFF
EnableNewUserRegistration, because the password file is read only.
After the upgrade the .htpasswd file was not changed to apache user. As it was hidden it went unnoticed. When I changed ownership, registration works fine.
