SID-01132: Basic Setup Problem

Followed the basic install notes. Ran the automated twiki.conf script. However the last step in basic install where you run:

http://localhost/twiki/bin/configure

This just pulls up the script not an interactive web page.

Am I missing some basic dependency for apache or perl?
