SID-01140: RCS fails every time I try to save a change

Every time I try to save a change to anything, I get an error page with a message similar to:
During save of
TWiki an error was found by the version control system. Please notify your TWiki administrator.
<tt>RCS: C:\cygwin\bin\rcs.exe -l %FILENAME|F% failed:<tt>
Go back in your browser and save your changes locally.
The changes I made seem to be preserved, and I can see the original version,, but there doesn't seem to be any revision history.
My environment:
Windows Server 2008r2
IIS 7.5
ActivePerl-5.12.3.1204-MSWin32-x64-294330
Cygwin (not sure of the version, but pretty recent)

Problem solved!
I switched from
RcsWrap to
RcsLite, and everything is good now.
