SID-01147: Allow anonymous editing

Hello All,

I would like one topic (and that that topic alone) to be edited by anyone without logging into the TWiki. Reading the manual I understand that I have to set ALLOWTOPICCHANGE variable.

So I added this to the topic itself and to the topic preference page.

Still, when I try to edit the page it asks for login. How do I make just this one topic editable by everyone, regardless of whether they have a login or not.
