SID-01203: Mailnotify not fully working

Our organization has just moved to TWiki 5.1.0 from TWiki 4.2.4

Thusfar, everything appears to be working except for our mailnotify portion. At first I thought it was due to an oversight of not adding in the mailnotify in cron, but after I ran that manually I am still not getting notifications.

New user registration notifications work though, so I am a bit puzzled. Any idea as to why when I run the mailnotify tool, it sees that there is a change to a topic but does not send an email message?

Edited and moved to LdapContrib, because I think that may be the issue based off some error logs.
