SID-01246: PeerPlugin Reviews not showing

The
PeerPlugin works fine and I can submit reviews and the reviews are in the Peer table, but I cannot get the reviews to show on the page and it says 'No review list available'.
Here is what I have on the page:
Add a Review of %PROBJECT%
%INCLUDE{"%SYSTEMWEB%.PeerPluginForm"}%
Previous Reviews of %PROBJECT%
%PRLIST{format="topicview"}%
Content of %PROBJECT%
%PRINCLUDE{prurl="%PRURL%"}%
%PRLIST{format="userview"}%

I am still having a problem seeing the Reviews:
1. Created a topic
PeerPluginUser with this line:
%PRLIST{format="userview"}%
2. Created another topic and added the following:
Add a Review of %PROBJECT%
%INCLUDE{"%TWIKIWEB%.PeerPluginForm"}%
%PRLIST{format="%TWIKIWEB%.topicreview"}%
Topic Peer Review Statistics
%PRSTATS{web="all", limit="100"}%
%PRUSERVIEW%
Show a link 'ViewMyReviews'
3. Logged in and added a review
4. Go back to the topic and clikc on 'ViewMyReviews"
I get the following message in the browser:
TWiki detected an internal error - please check your TWiki logs and webserver logs for more information.
Could not execute SQL statement ... maybe invalid?
The logs have this message:

I notice that in the Peer table the Topic column is always blank.
