SID-01419: Can't create group, and the SiteMap shows nothing

I can create new group, but I can't find it in the "Groups", and in my twiki system, the "Group" and the "SiteMap" show nothing.

For twiki, I am a new one.

That is an indication that search is not working properly. Make sure the GNU grep tools are installed. Check also the {RCS}{EgrepCmd} adn {RCS}{FgrepCmd} configure settings.
