SID-01506: First attempt at upgrade/install and got user rights error

I have inherited a twiki that was just 'installed' and left alone for years. I am trying to upgrade from 4.1.2 to the lastest version. I figured I would just install the
BackupRestorePlugin and be up and running in no time. ha.
I followed the instructions that were here:
http://twiki.org/cgi-bin/view/Plugins/BackupRestorePlugin
and have the plug-in in place.
But it doesn't work. I see under one of the headings:
All Admin Tools Category topics

Doesn't look right.
When I click on
BackupRestorePlugin I go to
http://sapmgr/twiki/bin/view/TWiki/BackupRestorePlugin
which shows me the docs.
When I click on
BackupRestoreConsole I get

So I head over to
AdminToolsCategory and
InstalledPlugins.
The backupRestorePlugin does not show.
And when I go to "Administrators can enable and disable plugins using configure." the wiki asks me for my wikiname and password. I am already logged in AND in the Admin group.
My first question is how do I get the wiki to correctly recognize me, or for that matter anyone in the
AdminGroup, correctly?
I am running Wiki 4.1.1 on HP-UX using
Server version: Apache/2.0.64 HP-UX_Apache-based_Web_Server

I found one part of it. The old admin was in the httpd.conf file. Put mine and I am can now run configure.
Now how to fix this:

WARNING: This is an older TWiki version, access to the backup and restore console is not resticted to the TWiki admin group. Everybody can create and download backups! Disable the
BackupRestorePlugin after use!

Nevermind the Backup Console question. The user in the httpd.conf file was thr trick.
