SID-01619: Command line uploading file to a form/table & updating form

I wonder if it's possible to upload file a form/table from command line and update the form/table.

Here is what I want to do.

The topic page has a table/form. I'd like to upload a file and append the inline file to existing table/form. Any help is appreciated.
