Use HTML for the outer table. I recommend using sticky tags in raw edit to prevent the WYSIWYG editor from interfering.

<sticky><table><tr><td valign="top"></sticky>

<sticky></td><td>&nbsp; &nbsp;</td><td valign="top"></sticky>
| Table | 2 |
| ... | ... |
<sticky></td></tr></table></sticky>

Result:

Table 1
... ...
   
Table 2
... ...

You can hide those tags in custom preferences settings. See also BlogEntry201308x1.
