SID-01852: International (8-bit) characters are removed

Hello,

I installed TWiki 6.0.0 on my Ubuntu and everything is fine.

But TWiki removed asian character of file name when I attached. I want to keep it's name but I can't see setting about this. Please tell me where is the setting?
