SID-01937: Twiki no longer generating web notify emails

We have a Twiki installation that has been running for more than 2 years. We have been actively updating/adding pages over the last 15 to 20 days and we are no longer getting change emails.
I have tried running the cron job by hand and it indicates it searches the various webs, people are registered for changes, but no changes are found. The recent changes in main web area on main page shows the topics have changed. I then go change a page, re-run the command by hand and the results are the same.
I've taken over the administration of the Twiki site from someone else who setup everything originally so I have a lot of catching up to do.
I'm looking for advice on how to troubleshoot this and get it working again.
Obviously something has changed but looking at pages etc the only thing that seems like it "could" have a impact is 1 user modified their registration to use the "topic plus 1 child" capability.
Twiki runs in a virtualbox VM.
I see places below for versions of OS, server, etc. I will get these and fill them is
ASAP.
Here's what I know right now. OS is Ubuntu, Web Server is Apache, browser Firefox v29

Please Disregard. In looking at the webnotify area in raw edit mode we found a bunch of formatting information around many of the registered users which apparently made them no longer match their Wiki names. hence no update emails
