I want to create a template that will be used as a default when someone is creating a topic
So that I control and guide users what to write in the template
This will be used for an incident tracking procedures

There's a comprehensive documentation in
TWikiForms.
For incident tracking you'll want to encourage your users to fill some "standardized" data into a form. In TWiki, a form is just another TWiki topic with a certain syntax (basically, a table defining the keywords you want to have in the form). The bugs web (

) is a pretty rich example of such a system!

Create a
WebTopicEditTemplate. Read
TWikiTemplates for details.
But, you likely need more structure for an incident tracker. Look into creating a
TWikiForms-based application.
