I'm new at this Twiki thing and can't deploy my newly created page. Please help?

Discussion and Answer

If you are all new to wikis, then maybe you are thinking too complicated: You don't need to publish a TWiki page. You just save it, and the rest of the world (or whoever is authorized) can see it immediately.

The TWiki:Plugins.PublishWebPlugin is not activated at twiki.org, therefore the STARTPUBLISH tag has no effect here.
