That's a bug which haunts TWiki for some months by now. For all what I know, the error is not within the TWiki codebase, but somewhere "below" (Core modules or Perl itself), but unfortunately we have failed to narrow it down so far. It came with a Debian update in January.

A workaround is to delete the cookies in your browser, after that normal operation should be possible.

Technical detail: It seems that the error is triggered only if TWiki and the browser have different data about their session, This can happen if e.g. the IP address of the browser changes, which can happen with VPN clients, or with "home" users working over an internet provider.
