The Backup & Restore Plugin instructions refer to a console located at http://twiki.org/cgi-bin/view/Plugins/BackupRestoreConsole . But what is the address of the console on my own TWiki?

It's located in your TWiki web. if you go to the BackupRestorePlugin topic in your TWiki installation, follow the link to the BackupRestoreConsole topic. If your TWiki installation has a /do/view/ URI for topics, the console topic is at /do/view/TWiki/BackupRestoreConsole
