SID-02431: Best Way to handle attachments?

Probably the easiest to understand description of the TWiki I'm putting together is a memory and connection site for a residential summer camp's alumni and staff.
I have tons of pictures from summer staff (and campers) that may or may not have information about the image (like year, photographer, who is in the picture, where the picture was taken (some are from outings away from the grounds), etc.) One picture may be related to various types of information - time frame, people, activity, memories, stories, etc.
And, especially, I want the TWiki participants to share their recollection(s), conjecture(s), etc. about the picture.
Is it better just to attach the picture to each TWiki page it relates to?
or
Should I put all the pictures in a TWiki "photo album" and have folks refer to the picture(s) from several different pages?
Are there any mechanisms to view everywhere an attachment is referenced? To see which pictures are not referred to at all?
Think at least several hundred images, and not all the attachments will be photos.
Thoughts welcome...
Also, this is on a shared server, publicly hosted...

Idea: You could
create a TWiki application, where each photo is in its own TWiki topic. Then you can create reports that pull the images into one page, such as here on TWiki.org:

You also could use drag & drop to attach an image to a topic, learn from
ChangeProfilePicture, which is used from profile pages via URL parameter, such as
https://twiki.org/cgi-bin/view/Main/ChangeProfilePicture?wikiname=DavidTremain
