Question

Being GPL, TWiki is free to install & use for 'internal' use. Can we also alow other outside our company (for example partners, customers) to have grant access to this 'internal' wiki site ? as long as we are not selling it commercially...

Yes, you can use it for external clients as well. The license only applies to distribution of the code.
