Hello,
When I try to edit any topic in the TWiki Web, I receive a "Topic save error". Here is the error when I try to edit
TWikiPreferences:
"Topic save error
During save of file
TWikiPreferences an error was found by the version control system. Please notify your TWiki administrator.
/twiki/data/TWiki/TWikiPreferences.txt is not writable
Go back in your browser and save your changes locally."
Despite the error messages saying that there was a problem saving the .txt, the changes are saved in the .txt, but the ,v file is not updated. If I delete the ,v file before editing, no ,v file is created. A .lock file is always created.
When I create a new topic in the TWiki Web, it creates the .txt and v files, and the topic can be edited without getting an error. However, no change history is saved. The version remains 1.1 no matter how many times it is edited.
In the Main, Sandbox or any other Web that I create, I do not receive an error when editing topics, but new topics that I create do not save change history... existing topics do.
My testenv is clean, I am logged in as a user that is a memember of the
TWikiAdminGroup, system has full control of the /data/Twiki directory and files, the ,v files in the /data/TWiki directory are all set to system.

Last things first, you will not see a revision increment for every save -- see
RevisionNumberNotIncrementingOnSave.
On the first issue, it sounds like Apache is running as someone/somegroup other than those who own the files. Attaching the output of testenv would be helpful
