Problem:
After installation there are a range of documents for the installer to digest.
Solution:
A simple page to walk through all that they may want to consider and describe the options would help tremendously. This would include things like creating new TWiki Webs, checking the various WebPreferences pages and the TWikiPreferences page for settings, etc. Perhaps this document will pick up for ONLINE TWiki configurations where the file based READMEs that come with the TWiki distribution leave off.
This checklist would overlap with
TWikiAdminCookBook quite a bit, but the purpose is different. The CookBook should contain much more than this checklist.
Result:
Admins who are able to better customize TWiki to their sites. A secondary purpose of this document is to education advanced
users to the possibilities for TWiki that they can request from their admin.

An excellent idea -- I think it should list plugins (skins, addons, and significant patches ??) as well.
I actually had a similar idea in the last day or so, and will probably try to do something along these lines as I attempt to create / move
WikiLearn to Eryxima. The page will also be (or start as) a sort of
Wikilearn.TWikiOnEryxma page, but I'll start it on Wikilearn as it will probably be fairly stream of consciousness as I work my way into and through the issues and installation.
I might attempt to refactor it at some point (after the installation), but it would probably be better for someone else to refactor it with a little more "distance" from the subject.
Please don't let this stop anybody else from starting something similar (or helping my effort by answering questions) -- who knows how long this will take me.

Oops, I didn't follow through with my great idea for the new TWiki install I just did. I made alot of changes to the stock system. I'll have to start taking notes on this TWiki page ASAP.
