Motivation
TWiki currently ships with General Public License version 2. GPL v3 was released in 2007. It is time to switch to v3, there is no reason not to.Description and Documentation
Update all source file headers to state GPL v3. Best done in January at the time of copyright year update. Info on GPL: Wikipedia:GNU_General_Public_License
