I get the same error as the original poster.

In the bin/.htaccess file make sure that the manage script is authenticated
like e.g. the edit script. If that is not the case,
the manage script thinks that you are a guest.
I am afraid that I am too stupid to fully understand this.
Yes, I understand what .htaccess is.
But at the moment I am using Apache access control outside of TWiki
- I have a .htaccess (equivalent) file in a directory leading
to twiki/bin, but nothing in twiki/bin itself.
Edit
is working.
I have added my
WikiName (
AndyGlew) to
TWikiAdminGroup.
I
think that manage is therefore authenticated like edit.
Or are you saying that
ManagingWebs to create a new web
can only be used if basic access control is enabled inside TWiki?

CompanyAndTWikiWebAuthentication.

I am not an expert, by any means, but until someone with more knowledge responds, why don't you try looking in your .htaccess file wherever it is. Does it include the word "edit" somewhere in it? If so, I think what you need to do is create an additional entry in the .htaccess file, just like the entry with "edit" but with "manage" in place of "edit".

Randy is correct, you need to put the
manage script under authentication, in the same manner as the
edit script.

Well, I eventually got it working, but it had nothing to do with the
manage script
(which, automatically, was under the same authentication as
edit,
view, etc.)
The problem was (1)
CompanyAndTWikiWebAuthentication,
and (2) possibly
UnixTWikiFileOwnership.
